States and provinces can be divided into counties. A county is a geographical region of a country used for administrative purposes. Counties have distinct borders, and each county is made up of various towns and cities, as well as rural places.
Cities and towns are human settlements with a structured system of governance. Both are smaller areas of land within counties and states. A city can have hundreds or millions of people living in it. Towns and townships are smaller versions of cities.
