“Further rights of the people” means that we have more rights than just those that are specifically mentioned in the Constitution. There are many of these, such as the right to travel freely around our country, or to campaign for political office and to join political groups, or to have privacy even when it might mean keeping secrets from the government (although there is a limit on privacy if there is the possibility of a crime or a threat to national security).
