Even if your narrative is based on a true story, there are characters that can be developed to make the story more interesting for readers. The characters in a true story are the people who were there when the event happened. If you can't remember exactly what people said, it's okay to guess or imagine what they said--as long as you stay true to their basic meaning.
Think about the narrative you are going to write. Select two characters who would talk to each other at some point in the story, and write their dialogue. (You can revise the dialogue later to make it fit smoothly into your story.)
