Who makes these designs? What is needed to address such problems and come up with solutions?
These needs are mostly addressed by engineers. Engineering is where multi-disciplinary knowledge comes into play. Often, just having knowledge of one specific subject area is not sufficient. You need knowledge from several domains to tackle problems.
Engineers use their knowledge of science, math, logic, and economics to find solutions to problems. For each field of science, there is an engineer involved that comes up with applications for scientific discoveries. Engineers know the science needed in the field they are working in, and they have knowledge of the materials and technologies available to them. Engineers build and design useful technological instruments, tools, or devices to fill a need.
