The issue of who would be represented in government was the hot topic of the time. Many questions were placed before the Continental Congress.
How would the population of people be represented? | The population would be represented by the lower house in Congress. |
Who could vote? | White landowning males were able to vote. |
Would slaves be counted as part of a state's population? | Enslaved persons would count as 3/5th of a free person. |
These issues needed to be settled, and the states needed to make compromises.
