What happens when two numbers have the same tens? We need to look at the ones! Use blocks to show 20 and 27 on place-value charts.

Tens and ones chart: 2 rods and 0 ones. Another Tens and ones chart: 2 rods and 7 ones.

27 has 7 more groups of 1 than 20 has. That means it is the bigger number! 27 > 20.
